Regional Excellence Highlighted in September 2026 Civil Engineering Licensure Examination
MANILA, Philippines — Regional higher education institutions (HEIs) across the Philippines delivered strong performances in the September 2026 Civil Engineers Licensure Examination (CELE). The Professional Regulation Commission (PRC) announced that 6,337 out of 17,062 (37.14%) examinees passed the nationwide licensure test. Out of hundreds of participating schools, thirty institutions with 50 or more examinees stood out by surpassing national benchmarks.

UPLB Leads Nationwide Performance
The University of the Philippines–Los Baños (UPLB) in CALABARZON earned top honors overall, securing the #1 spot with a flawless 100.00% passing rate (all 75 examinees passed). UPLB was accompanied in CALABARZON by Batangas State University–Alangilan (#7, 70.08%) and Mapua Malayan Colleges Laguna (#22, 53.01%).
Strong Showings Across Luzon
Ilocos Region (Region I): Recorded back-to-back top placements with the University of Pangasinan (#3) posting an 81.89% passing rate, closely followed by Pangasinan State University–Urdaneta (#4) with 81.69%.
Central Luzon (Region III): Tarlac State University tied for #4 nationwide with an 81.69% passing rate, while Bulacan State University–Malolos (#13, 65.82%), Araullo University (#15, 61.76%), and Nueva Ecija University of Science & Technology–Cabanatuan (#25, 51.30%) rounded out the region’s representatives.
National Capital Region (NCR): Led locally by De La Salle University–Manila (#2, 82.56%) and University of Santo Tomas (#5, 74.24%). PUP Main Sta. Mesa (#21, 53.57%), TIP Manila (#26, 51.29%), and PLM (#30, 49.06%) also placed in the top rankings.
Bicol Region (Region V): Placed four schools in the rankings, led by Bicol State College of Applied Sciences & Technology (#9, 69.51%) and University of Nueva Caceres (#11–12, 66.67%).
Cagayan Valley & MIMAROPA: Isabela State University–Ilagan (#10, 69.41%), Romblon State University–Odiongan (#16, 60.34%), and Marinduque State University–Boac (#24, 52.44%) demonstrated strong performance for island and valley provinces.
Visayas and Mindanao Contributions
Visayas Regions: Southern Leyte State University–Sogod led Eastern Visayas (Region VIII) at #6 with a 71.83% passing rate. University of San Carlos held Central Visayas (Region VII) at #8 (69.74%), while University of Negros Occidental–Recoletos represented the Negros Island Region at #23 (52.63%).
Mindanao Regions: Western Mindanao State University–Zamboanga City (#11–12, 66.67%) and Mindanao State University–Gen. Santos City (#14, 62.00%) stood out in Southern Mindanao. They were joined by Notre Dame of Marbel University (#20, 53.75%), University of Mindanao–Davao City (#27, 50.96%), Saint Mary’s College–Tagum (#28–29, 50.00%), and University of Southern Mindanao–Kabacan (#28–29, 50.00%).
The high performance across provincial state universities and private institutions reflects a strong foundation of engineering education across all island groups in the country.
