The association emphasized his commitment to transparency, accountability, and the continuous improvement of PCAB's regulatory functions in accordance with Republic Act No. 4566, also known as the Contractors' License Law.

As a reformer, Dr. Dakay has advocated for steps that improve efficiency, equality, and good governance within the certification organization. The PCA stated that his measures guaranteed that the PCAB's processes remained fair and responsive to the rising demands of the construction industry.
The PCA also praised Dr. Dakay’s active cooperation with the Senate Blue Ribbon Committee, especially for his support of openness, anti-corruption, and public accountability. His willingness to work with lawmakers and make the changes that needed to be made was seen as confirmation of his commitment to the highest standards of public administration.
“With his leadership, Dr. Dakay has become an indispensable partner of the PCA in its shared commitment to the development of the construction industry,” the PCA said.
