PICE Opens Filing of Certificate of Candidacy for 2027 National Board of Directors

The Philippine Institute of Civil Engineers, Inc. (PICE) has officially opened the filing of the Certificate of Candidacy (COC) for the upcoming PICE 2027 Election of Officers and Directors. Qualified civil engineers across the country are invited to submit their candidacies before the deadline on October 20, 2026.

To ensure a fair and transparent election process, the PICE Screening and Qualifications Committee issued Screening and Qualifications Committee Circular 2026-01, detailing the Implementing Rules and Regulations (IRR) for prospective candidates.

Key Qualifications for Candidates

According to Section 3 of the Implementing Rules and Regulations, candidates running for the PICE National Board of Directors must meet the following basic requirements:

• Professional License: Must hold a valid Professional Regulation Commission (PRC) Identification Card as a Civil Engineer at the time of nomination and election.

• Membership Status: Must be a Life Member in good standing for at least three (3) consecutive years immediately prior to the election.

• Prior Leadership Experience: Must have served for at least two (2) terms in any of the following roles:

  • Incumbent or past Chapter Board of Directors member

  • Incumbent or past National Board of Directors member

  • Incumbent or past Regional Coordinator

• Chapter Endorsement: Must be properly certified as qualified and endorsed by their respective PICE Chapter.

• Attendance & Performance Compliance: Incumbent or recent National/Chapter Board members must comply with By-Law performance rules, ensuring they do not have a 50% or lower attendance rate or three (3) consecutive unexcused absences.

• Term Limits: Candidates must not exceed the By-Law term limit of four (4) consecutive terms as Director, and no officer may serve a fourth consecutive term in the same office.

Sector and Category Classification

Candidates must file under only one appropriate sector or category based on their primary professional function or main position. If an applicant is engaged in multiple professional activities, all activities must be disclosed alongside the approximate percentage of time dedicated to each.

Every applicant is required to submit a sworn or notarized Candidate Professional Classification Declaration, accompanied by supporting documents such as employment records, appointment papers, PCAB records, or teaching files to substantiate their claim.
