Center. Organized under the auspices of the PICE National Student Affairs Committee, the annual MOCES Award recognizes one exemplary civil engineering student who has demonstrated academic excellence, leadership, community service, and commitment to the profession’s ideals. This prestigious recognition aims to encourage young civil engineers to strive for holistic growth—embodying both intellectual and moral excellence—as future leaders and nation builders in the field of civil engineering.

The Philippine Institute of Civil Engineers, Inc. (PICE) is set to honor exemplary student organizations across the country through the 2025 Most Outstanding Student Chapter Award (MOSCA), happening on November 24–25, 2025, at the Quezon City Meeting, Incentives, Conferences, and Exhibitions (M.I.C.E.) Center. The MOSCA is one of PICE’s most anticipated annual recognitions, highlighting the achievements of student chapters that have demonstrated excellence in leadership, innovation, community service, and academic engagement. This prestigious award aims to inspire student engineers to embody the core values of professionalism, integrity, and excellence in the practice of civil engineering.

When the pandemic disrupted his first shot at the Civil Engineer Licensure Examination in May 2020, Engr. Vincent Cagampang of the Polytechnic University of the Philippines - Manila had no choice but to put his dream on hold. Two years of working in the field passed before he returned to his review in May 2022 - determined to fulfill both his own aspirations and the last wish of his late stepfather: to see him in the top 10. In November 2022, he made that dream a reality, placing 5th nationwide.
