The Philippine Institute of Civil Engineers, Inc. When the pandemic disrupted his first shot at the Civil Engineer Licensure Examination in May 2020, Engr. Vincent Cagampang of the Polytechnic University of the Philippines - Manila had no choice but to put his dream on hold. Two years of working in the field passed before he returned to his review in May 2022 - determined to fulfill both his own aspirations and the last wish of his late stepfather: to see him in the top 10. In November 2022, he made that dream a reality, placing 5th nationwide.

The Philippine Senate is currently deliberating Senate Bill No. 1421, introduced by Senator Mark Villar, which seeks to mandate the integration of the National Building Code of the Philippines (NBCP) into the curriculum of engineering and architecture degree programs. Under this proposed measure, the NBCP—formally known as Republic Act 6541, “An Act to Ordain and Institute a National Building Code of the Philippines”—would become a major subject in Bachelor of Science programs such as: Civil Engineering, Mechanical Engineering, Electrical Engineering, Sanitary Engineering, Electronic Engineering, and Architecture. Moreover, the bill recommends that knowledge of the NBCP be included as part of the licensure examinations for these professions.

For Engr. Gerald D. Nicolas, graduating in civil engineering was already a battle - becoming a Top 10 placer in the April 2025 CELE was beyond what he imagined. A Tarlac State University (TSU) graduate, DOST Scholar, and now Instructor at CPRC, Gerald also runs his own Engr. Potsopao Review Services while working at the Municipal Planning and Development Office.
